La ciencia global en peligro

Recientemente, el gobierno estadounidense ha alarmado a la comunidad científica, no solo en Estados Unidos (EE. UU.), sino a nivel mundial, al censurar términos utilizados en comunicaciones científicas y propuestas de financiación, además de prohibir la comunicación entre los investigadores comunicarse, en particular con científicos extranjeros. En las Notas,1,2 se muestra una lista parcial de términos prohibidos en publicaciones científicas y propuestas de investigación.
Parece improbable que esto se aplique a todas las disciplinas; las disciplinas técnicas y de ingeniería podrían no verse afectadas. La mayor parte de la atención de los esfuerzos de censura del gobierno parece haberse dirigido a áreas con fuerte controversia ideológica, como las ciencias médicas y de la vida, las ciencias ambientales y climáticas, y las ciencias sociales. La lista de términos censurados parece corroborarlo.
La idea de que esto solo sea relevante para científicos estadounidenses o de otros países que trabajan en Estados Unidos es errónea; investigadores de todo el mundo se están viendo afectados. En los Países Bajos, por ejemplo, algunos investigadores que monitorean el estado de los bosques a nivel mundial mediante satélites han recibido correos electrónicos, aparentemente del USGS (United States Geological Survey, el Servicio Geológico de Estados Unidos), etiquetados como de “Alta Prioridad”. Se adjuntó una lista de preguntas junto con la solicitud de responder en el plazo de una semana tras recibir el correo electrónico. Si se plantean preguntas como estas a investigadores de los Países Bajos, no hay motivos para creer que no se plantearán a investigadores de otros países. Las universidades neerlandesas han pedido a los investigadores que hayan recibido estos correos electrónicos que alerten a las autoridades universitarias y se abstengan de responder a las preguntas.
Estos correos electrónicos y sus preguntas conmocionaron a la comunidad científica. Cualquier colaboración con científicos estadounidenses parece haberse vuelto prácticamente imposible. Es difícil imaginar cómo científicos del resto del mundo podrán seguir publicando en revistas estadounidenses, o incluso en revistas publicadas fuera de Estados Unidos, con un simple editor jefe estadounidense.
También es difícil imaginar cómo se puede pedir, o incluso confiar, a investigadores estadounidenses que revisen por pares manuscritos enviados por investigadores de fuera de Estados Unidos. Es probable que la asistencia de investigadores no estadounidenses a congresos en Estados Unidos disminuya o incluso desaparezca por completo. Asimismo, la asistencia de científicos estadounidenses a congresos celebrados en otros países se verá gravemente restringida.
Todo el sistema global de comunicación científica se ve afectado de forma fundamental. Todavía no está claro, al menos para mí, cómo reaccionarán las editoriales de literatura científica. ¿Se negaría la revista Nature a considerar manuscritos enviados por autores estadounidenses? ¿Rechazaría la revista Science a autores de países distintos de Estados Unidos? Quizás este sea el momento adecuado para considerar los preprints. Si bien algunos de los servicios de preprints más destacados se encuentran en EE.UU. y, por lo tanto, se enfrentarán a los mismos dilemas que las revistas.
Y luego están las bases de datos. La integridad de las que se encuentran en EE.UU. también podría estar en juego.
Es evidente que la comunidad científica mundial se enfrenta a un momento difícil e incierto. Es crucial seguir creyendo en el valor de la investigación científica, a pesar de los obstáculos que impone el actual gobierno estadounidense. Las trabas ideológicas que está erigiendo el gobierno estadounidense pueden no ser únicas en el mundo; otros países también podrían hacerlo. The American Historical Association (AHA) and the Organization of American Historians (OAH) have released a joint statement condemning “recent efforts to censor historical content on federal government websites, at many public museums, and across a wide swath of government resources that include essential data.” “Our professional ethics require that ‘all historians believe in honoring the integrity of the historical record,’” the statement reads. “We expect our nation’s leadership to adhere to this same basic standard and we will continue to monitor, protest, and place in the historical record any censorship of American historical facts.”
To date, 35 organizations have signed on to the statement.
This is only one aspect of the AHA’s advocacy on behalf of historians employed by the federal government. Among other efforts, we are engaging with federal historians on how best to support them and their agencies, closely monitoring legislation and executive orders and tracking job losses for historians, and coordinating with partner organizations like the OAH on critical advocacy to support historians and history education at the federal and state levels.

Joint Statement on Federal Censorship of American History
The American Historical Association (AHA) and the Organization of American Historians (OAH) condemn recent efforts to censor historical content on federal government websites, at many public museums, and across a wide swath of government resources that include essential data. New policies that purge words, phrases, and content that some officials deem suspect on ideological grounds constitute a systemic campaign to distort, manipulate, and erase significant parts of the historical record. Recent directives insidiously prioritize narrow ideology over historical research, historical accuracy, and the actual experiences of Americans.
As the institution chartered by the US Congress for “the promotion of historical studies” and “in the interest of American history, and of history in America,” the American Historical Association must speak out when the nation’s leadership wreaks havoc with that history. So, too, must the OAH, as the organization committed to promoting “excellence in the scholarship, teaching, and presentation of American history.” It is bad enough to forget the past; it is even worse to intentionally deny the public access to what we remember, have documented, and have expended public resources to disseminate.
At this writing, the full range of historical distortions and deletions is yet to be discerned. Federal entities and institutions subject to federal oversight and funding are hastily implementing revisions to their resources in an attempt to comply with the “Dear Colleague” letter issued by the Department of Education’s Office for Civil Rights and executive orders such as “Defending Women from Gender Ideology Extremism and Restoring Biological Truth to the Federal Government.” These changes range from scrubbing words and acronyms from websites to papering over interpretive panels in museums. Some alterations, such as those related to topics like the Tuskegee Airmen and the internment of Japanese Americans during World War II, have been hurriedly reversed in response to public outcry. Others remain. The scrubbing of words and acronyms from the Stonewall National Monument web page, for instance, distorts the site’s history by denying the roles of transgender and queer people in movements for rights and liberation. This distortion of history renders the past unrecognizable to the people who lived it and useless to those who seek to learn from the past.
It remains unclear whether federal agencies are preserving the original versions of these materials for future reference or research. Articles written by historians for the National Park Service, for example, have been altered, and in some instances deleted, because they examine history with references to gender or sexuality. These revisions were made without the authors’ knowledge or consent, and without public acknowledgment that the original articles had been revised. The AHA’s Statement on Standards of Professional Conduct is clear: “Honoring the historical record also means leaving a clear trail for subsequent historians to follow. Any changes to a primary source or published secondary work, whether digital or print, should be noted.”
Words matter. Precision matters. Context matters. Expertise matters. Democracy matters. We can neither deny what happened nor invent things that did not happen. Recent executive orders and other federal directives alter the public record in ways that are contrary to historical evidence. They result in deceitful narratives of the past that violate the professional standards of our discipline. When government entities, or scholars themselves, censor the use of particular words, they in effect censor historical evidence. Censorship and distortion erase people and institutions from history.
The AHA’s Statement on Standards of Professional Conduct makes clear that historians can neither misrepresent their sources nor omit evidence because it “runs counter” to their interpretations. The OAH and AHA condemn the rejection of these professional standards. Classifying collective historical scholarship as “toxic indoctrination” or “discriminatory equity ideology” dismisses the knowledge generated by the deep research of generations of historians. It violates the training, expertise, and purposes of historians as well as their responsibility to public audiences.
Our professional ethics require that “all historians believe in honoring the integrity of the historical record.” We expect our nation’s leadership to adhere to this same basic standard, and we will continue to monitor, protest, and place in the historical record any censorship of American historical facts.

Why Trump is Waging War on Academia

There are a multitude of reasons why Donald Trump and his supporters are waging war against colleges and universities. But among the reasons is a simple one–historically conservative reactionary regimes hate intellectuals.
Trump and his supporters hate higher education for obvious reasons. Those with college degrees are not his supporters and voted against him in 2024. Colleges are full of students and professors who vote for Democrats and they have visibly protested against his policies or embraced issues such as opposition to Israel’s war against the Palestinians, support for transgender rights, or DEI in general. One could argue that Trump’s populism is rooted in what historian Richard Hofstadter labeled “anti-intellectualism” in American life. Americans generally hate smart people, labeling them as Alabama Governor did as “pointy-headed intellectuals,” or in the words of Vice-President Spiro Agnew who lumped them together with the media to call them “An effete core of impudent snobs.”
But there is something here and it is the traditional hatred of intellectuals by reactionary regimes. There is a story regarding the trial of Italian Marxist intellectual Antonio Gramsci who was part of the opposition party in the parliament to Benito Mussolini and the fascists. Gramsci was arrested and at his trial the prosecution declared: “For twenty years we must stop this brain from functioning.” Gramsci’s crime was providing the intellectual ideas to challenge the ruling power. Despite his punishment. His Prison Notebooks were secretly written and disseminated.
Gramsci’s thesis was that the battle against fascism was in part an ideological fight for the hearts and minds of the people. Battles for power may take place in parliament or in the streets but they are also fought in mass pop culture as well as in universities and colleges to influence and counter the propaganda of the ruling class and government. Controlling intellectuals and what they think and say is part of how the fascists, the nazis, and other authoritarian and reactionary regimes maintain power.
Education and learning are about critical thinking. It is about subjecting power and dogma to truth. It is about questioning, challenging, and imagining alternative realities or unmasking facades. It is as philosopher Immanuel Kant declared: “Dare to Know.” College is where one learns to reject authority for the sake of authority, to ask “Why not?” in response to “Why?” It is to reject what is accepted as a matter of fact and suggest that what is traditionally accepted as truth may not be so. If done right, a liberal arts education is inherently subversive and in the spirit of John Dewey, that task is not to produce the next generation of docile uneducated workers, but instead to foster the next generation of democratic citizens. By its very nature, higher education should produce the antithesis of political passivity and blind obedience.
This is why every authoritarian regime seeks to control what people think. It does that in its school curriculum and via book bans. But it also does that in terms of who is hired to teach and what they teach. It is a battle over indoctrination. Universities and intellectuals, for Gramsci, lead the charge to counter this battle for hearts and minds. It should come as no surprise why Trump and many Republicans before him have hated higher education. Arguing that there are more than two sexes, that gender roles are socially constructed, that perhaps capitalism exploits workers or that the rich do not deserve their fortunes, is not what they want to hear. Education is not to serve the interests of democracy, self-discovery, or personal enrichment, it is to teach subservience to the status quo.
Trump’s efforts to eliminate the Department of Education and crackdown on higher education may be intensely personal and vindictive. But it is also part of a predictable agenda to control and eliminate the intellectual seeds of opposition.

Si se hace bien, una educación en artes liberales es inherentemente subversiva y, en el espíritu de John Dewey, su tarea no es producir la próxima generación de trabajadores dóciles y sin educación, sino fomentar la próxima generación de ciudadanos democráticos. Por su propia naturaleza, la educación superior debería producir lo contrario de la pasividad política y la obediencia ciega.
Es por eso que todos los regímenes autoritarios buscan controlar lo que la gente piensa. Lo hacen en su currículo escolar y mediante la prohibición de libros. Pero también lo hacen en términos de quién es contratado para enseñar y qué enseñan. Es una batalla por la indoctrinación. Las universidades y los intelectuales, para Gramsci, lideran la carga para contrarrestar esta batalla por los corazones y las mentes. No debería sorprender por qué Trump y muchos republicanos antes que él han odiado la educación superior. Argumentar que hay más de dos sexos, que los roles de género son construcciones sociales, que quizás el capitalismo explota a los trabajadores o que los ricos no merecen sus fortunas no es lo que quieren escuchar. La educación no está para servir a los intereses de la democracia, el autodescubrimiento o el enriquecimiento personal, sino para enseñar la sumisión al statu quo.
Los esfuerzos de Trump por eliminar el Departamento de Educación y reprimir la educación superior pueden ser intensamente personales y vindicativos. Pero también son parte de una agenda predecible para controlar y eliminar las semillas intelectuales de la oposición.

UN INMORTAL QUE RECORRE LOS TIEMPOS. GRAN COMENTARIO, EN EFECTO, VORACE SIGUE AQUÍ, ENTRE NOSOTROS, ASESINÁNDONOS A TODOS:

DOMINGO LUIS HERNÁNDEZ14/01/2023 - 00:01 Se cumplieron cuarenta y siete años de su desaparición (14 de enero de 1976). Tenía veinte años. Y evoco las Filosofías y Letras que compartimos (por edad somos contemporáneos). Recuerdo: la clase daba a la autopista en el antiguo edificio de la ULL. Sentados esperábamos al profesor de Teoría Literaria don José de la Calle. Entró cabizbajo, subió el altillo, alcanzó la mesa, se sentó en la silla y dejó caer la cabeza hacia adelante entre sus manos. Cuando recompuso el ánimo, se alzó, nos miró y nos dijo: “Acabo de saber que vuestro compañero Félix Francisco Casanova de Ayala acaba de suicidarse”. La conmoción se extendió entre nosotros como la pólvora. Alguna chica salió de la clase corriendo. Había muerto el compañero cercano; por suicidio, según don José, cosa que su padre, Félix Casanova de Ayala, siempre nos negó: un parco accidente, el gas que asistía al agua caliente en el baño. No es que la clase quedara desierta sin él, pero sí echamos de menos su presencia. Presencia que no nos explicábamos cómo podía suscitar un fragor tan grave entre los profesores, como el sabio, categórico, severo don José de la Calle, y entre nosotros. Ocurría. Un chico inteligente derramaba creación por todos los costados y manifestaba una madurez fuera de lo común pese a su edad. Eso era. Frente a nosotros, un jovencito de dieciocho o veinte años puso el mundo en su sitio: ahí te quedas, yo estoy en otra parte; hizo de la comunicación un signo de cualidad: las palabras sirven para lo que sirven: crear y confirmar; anunció lo que muy pocos hombres anuncian en este globo (de Bach, Casal, Onetti o Isaac de Vega): solo el arte (la música, su guitarra y la literatura) es lo que nos salva en el mundo. Ahí su escudo redentor. Lo demás ha de colocarse en su embustero lugar. Como las guerras del amor, frente a las que él siempre anduvo con tino. Así es que lo descubrimos ganar graves premios de poesía y leímos sus poemas. Ello nos pareció sentencioso por la claridad y el rigor con el que se explayaba. De modo que llegó hasta nuestros ojos una sustancial novela que nos conmocionó: El don de Vorace. Por eso sé que esa estampa hoy me hace retomar a ese hombre que fue un cuerpo que anduvo cerca de mí. Y es que la existencia (para los vivos que añoramos) es eso, Vorace, un inmortal que recorre los tiempos, aunque esos tiempos lo decoren como un sutil asesino; inmortal, hoy Félix Francisco Casanova de Ayala, con sesenta y siete años, entre nosotros.'

2022 was better than expected; 2023 is key.

A year ago, as we approached New Year’s Day 2022, things seemed grim. Things were grim.[...] But politics, like life, does not proceed in a straight line.
Things turned around. Actually, let me retract that last sentence —because it suggests fatalism and a lack of human agency concerning important events, which is both untrue and demoralizing.
It was people—both extraordinary leaders and ordinary folk—who turned things around in 2022.[...] What happened in 2022 was as remarkable as it was unexpected. And as a result, we enter 2023 in better shape than we could have reasonably hoped a year ago. Because—and this is the key part—people did not accept the reasonable expectations. They fought and organized and worked. They bent the curve of the future. Perhaps we will one day look back at 2022 not just as a lucky bending of the curve, but as an inflection point—as a true Zeitenwende, to use the term invoked by German Chancellor Olaf Scholz. But we don’t know. More to the point, we can’t know. Nothing about the future—nothing about 2023—is inevitable. It’s equally possible that we could look back on 2022 as a bear market rally for democracy. That we will one day judge it to have been a false dawn, a brief surge of democratic willpower and energy on behalf of freedom that peters out in the face of the illiberal forces arrayed against it. But the successes of 2022 have given those who care about liberty and democracy, about human decency and human dignity, a fighting chance in 2023.
In 2022 democracy and liberty didn’t just hold the line—they gained some ground. The defenders of liberalism fought back more effectively than the last decade suggested they were capable of doing. What comes next will be the product not just of implacable forces, but the choices and actions of real people. Some of those people will be consequential and their choices will be seen by the world. You will know—or learn—their names. The vast majority will not be. Many of the choices will be made by ordinary people, acting individually or collectively, often in quiet—but important—ways. Will Trump be further weakened by the end of 2023? Will demagoguery and authoritarianism be pushed back both in America and across the globe? Will Ukraine win? Will Putin remain in power? Will the Iranian people topple the mullahs? There are unexpected opportunities for 2023. But they need to be followed through on, not frittered away. So now is no time for celebration. To use a World War II analogy, we’ve survived Dunkirk, the Blitz and Pearl Harbor—but much damage has been done, the enemies of liberalism remain formidable, and we’ve only just begun the effort to regain ground. Even if victory is possible, there is a long and difficult road ahead. Perhaps Churchill’s 1941 Christmas Eve address from the White House, where he was visiting Roosevelt, is apt. “Let the children have their night of fun and laughter,” he remarked. And “Let us grown-ups share to the full in their unstinted pleasure.” But Churchill added that, after sharing that moment of pleasure, we will have to “turn again to the stern task and the formidable years that lie before us, resolved that, by our sacrifice and daring, these same children shall not be robbed of their inheritance or denied their right to live in a free and decent world.”
This isn’t World War II, of course. But it is the challenge of our time. And history will judge us on whether we meet it.

Hace un año, cuando nos acercábamos al Año Nuevo 2022, las cosas parecían sombrías. Las cosas eran sombrías. [...] Pero la política, como la vida, no avanza en línea recta.
Las cosas cambiaron. En realidad, permítanme que me retracte de esta última frase, porque sugiere fatalismo y falta de acción humana en relación con acontecimientos importantes, lo cual es falso y desmoralizador. Fueron personas -tanto líderes extraordinarios como gente corriente- las que dieron la vuelta a la situación en 2022[...]. Lo que ocurrió en 2022 fue tan extraordinario como inesperado. Y como resultado, entramos en 2023 en mejor forma de lo que razonablemente podríamos haber esperado hace un año. Porque -y esta es la parte clave- la gente no aceptó las expectativas razonables. Lucharon, se organizaron y trabajaron. Doblaron la curva del futuro. Quizá algún día recordemos 2022 no sólo como una afortunada flexión de la curva, sino como un punto de inflexión, como un verdadero Zeitenwende, por utilizar el término invocado por el Canciller alemán Olaf Scholz. Pero no lo sabemos. Es más, no podemos saberlo. Nada sobre el futuro -nada sobre 2023- es inevitable. Es igualmente posible que recordemos 2022 como un mercado bajista para la democracia. Que un día juzguemos que ha sido un falso amanecer, una breve oleada de fuerza de voluntad democrática y energía en nombre de la libertad que se desvanece ante las fuerzas antiliberales desplegadas contra ella. Pero los éxitos de 2022 han dado a quienes se preocupan por la libertad y la democracia, por la decencia y la dignidad humanas, una oportunidad de luchar en 2023.
En 2022, la democracia y la libertad no sólo resistieron, sino que ganaron terreno. Los defensores del liberalismo contraatacaron más eficazmente de lo que la última década sugería que eran capaces de hacer. Lo que suceda a continuación será el resultado no sólo de fuerzas implacables, sino de las decisiones y acciones de personas reales. Algunas de esas personas tendrán consecuencias y sus decisiones serán vistas por el mundo. Conocerás -o aprenderás- sus nombres. La gran mayoría no. Muchas de las decisiones las tomará la gente corriente, actuando individual o colectivamente, a menudo de forma discreta pero importante. ¿Se habrá debilitado aún más Trump a finales de 2023? ¿Retrocederán la demagogia y el autoritarismo tanto en Estados Unidos como en el resto del mundo? ¿Ganará Ucrania? ¿Permanecerá Putin en el poder? ¿Derribará el pueblo iraní a los mulás? Hay oportunidades inesperadas para 2023. Pero hay que aprovecharlas, no desperdiciarlas. Así que no es momento de celebraciones. Utilizando una analogía de la Segunda Guerra Mundial, hemos sobrevivido a Dunkerque, al bombardeo y a Pearl Harbor, pero se han producido muchos daños, los enemigos del liberalismo siguen siendo formidables y no hemos hecho más que empezar a recuperar terreno. Aunque la victoria sea posible, queda un largo y difícil camino por recorrer. Quizás el discurso de Nochebuena de Churchill en 1941 desde la Casa Blanca, donde visitaba a Roosevelt, sea adecuado. "Dejemos que los niños tengan su noche de diversión y risas", dijo. Y "Dejad que los adultos compartamos plenamente su placer sin reservas". Les choses se sont retournées. En fait, permettez-moi de retirer cette dernière phrase, car elle suggère le fatalisme et un manque d'action humaine concernant les événements importants, ce qui est à la fois faux et démoralisant. Ce sont les gens - à la fois des leaders extraordinaires et des gens ordinaires - qui ont renversé la situation en 2022 [...]. Ce qui s'est passé en 2022 était aussi remarquable qu'inattendu. Et en conséquence, nous abordons 2023 en meilleure forme que nous aurions pu raisonnablement l'espérer il y a un an. Les défenseurs du libéralisme ont riposté de manière plus efficace que ce que la dernière décennie laissait penser qu'ils étaient capables de faire. La suite des événements ne sera pas seulement le produit de forces implacables, mais aussi des choix et des actions de personnes réelles. Certaines de ces personnes seront importantes et leurs choix seront vus par le monde entier. Vous connaîtrez - ou apprendrez - leurs noms. La grande majorité ne le sera pas. La plupart des choix seront faits par des personnes ordinaires, agissant individuellement ou collectivement, souvent de manière discrète mais importante. Trump sera-t-il encore affaibli à la fin de l'année 2023 ? La démagogie et l'autoritarisme seront-ils repoussés en Amérique et dans le monde entier ? L'Ukraine gagnera-t-elle ? Poutine restera-t-il au pouvoir ? Le peuple iranien renversera-t-il les mollahs ? Il existe des opportunités inattendues pour 2023. Mais il faut les saisir, et non les gâcher. L'heure n'est donc pas à la célébration. Pour utiliser une analogie avec la Seconde Guerre mondiale, nous avons survécu à Dunkerque, au Blitz et à Pearl Harbor, mais les dégâts sont considérables, les ennemis du libéralisme restent redoutables et nous ne faisons que commencer à regagner du terrain. Même si la victoire est possible, le chemin à parcourir est long et difficile. Le discours prononcé par Churchill à la veille de Noël 1941 depuis la Maison Blanche, où il rendait visite à Roosevelt, est peut-être approprié. "Laissez les enfants avoir leur nuit d'amusement et de rires", a-t-il fait remarquer. Et "que nous, les adultes, partagions pleinement leur plaisir sans réserve". Вони боролися, організовувалися і працювали. Вони зігнули криву майбутнього. Можливо, одного дня ми будемо згадувати 2022 рік не просто як вдалий вигин кривої, а як точку перегину - як справжній Zeitenwende, використовуючи термін, який використав Канцлер Німеччини Олаф Шольц. На 2023 рік відкриваються неочікувані можливості. Але їх потрібно реалізувати, а не розтринькати. Тому зараз не час для святкувань. Використовуючи аналогію з Другою світовою війною, ми пережили Дюнкерк, Бліц і Перл-Харбор - але було завдано великої шкоди, вороги лібералізму залишаються грізними, і ми тільки почали зусилля, щоб відновити свої позиції. Навіть якщо перемога можлива, попереду довгий і важкий шлях. Можливо, звернення Черчилля на Святвечір 1941 року з Білого дому, де він відвідував Рузвельта, є доречним.
